May 9, 2023 Lisbon — No injuries were reported after an accident on East Lincoln

Lisbon

— No injuries were reported after an accident on East Lincoln Way near Jackson Street at noon Saturday. No citation was listed on the report, but a driver who hit the gas and rear-ended another stopped eastbound vehicle was listed at fault.

— Officers were dispatched at 2 p.m. Friday to the Lepper Library, East Lincoln Way, to assist with a medical call involving a man who fell and cut his head. EMTs transported him to a hospital.

— Police were called at 7:16 p.m. Thursday to Circle K on North Market Street for a man sleeping behind the wheel. Officers found the man out pumping gas. He said he had been on the phone with his wife. No clues of intoxication were found.

— Police were called at 7:08 p.m. Thursday to Days Inn, state Route 154, for people sitting at picnic tables drinking, but no one was found.

— A reckless driver was reported coming into town from north state Route 45, with the caller saying the light green Toyota SUV almost hit another car head-on. The vehicle was not found.

— A welfare check was requested for a North Market Street address at 1:33 p.m. May 3. Officers were unable to make contact with the homeowner.

— Police were dispatched at 11:02 p.m. May 2 to Days Inn on state Route 154 for one to be removed. Hotel staff said two occupants in a silver Ford Expedition were told they would not be able to rent a room. Contact was made with the man and woman in the parking lot where officers told them they were trespassed from the property. Both agreed to leave.

— An open 911 line was reported at 7:21 p.m. May 2 at Lisbon high school. Officers spoke to teachers and were able to determine it was accidental.

— Officers were flagged down at 10:35 p.m. May 1 in the parking lot of Save A Lot on East Lincoln Way by a person who said he was hearing a woman's laugh coming from the vents and wanted police to clear his apartment. Nothing was found.

— A woman on Pritchard Avenue at 10:43 a.m. May 1 reported she and a male had been arguing since the night before and she wanted him to leave. He agreed to leave and did after gathering his belongings. The woman was told by police that she needed to clean up the house since four kids are living there. The officer planned to return the following week to she if cleaned up.

— An officer on patrol at 2:40 a.m. May 1 checked on a suspicious vehicle behind Smith Oil after business hours. The occupants said they had flown to New York City for work and were in the process of taking a road trip back to North Dakota and were looking for a safe place to sleep for a few hours. They were checked for warrants and then told where to safely park and sleep for a few hours.

County Sheriff

— A woman from Buck Road, Knox Township, reported her son as a runaway juvenile at 11:08 a.m. Sunday. Alliance police received multiple calls about a juvenile walking down the road and they found the juvenile and contacted the woman to pick him up. She told a deputy she no longer wanted to make a report.

— A suspicious vehicle was reported on an abandoned property at 10:09 a.m. Sunday on Crestview Road, Fairfield Township, where a deputy found a woman inside who said she had an argument with her son, who lives down the street, and said she came to the property to calm down. She was told about the neighbor's concerns and said she would leave.

— A West Virginia resident reported at 1:07 a.m. Sunday that while he was driving on U.S. Route 30 between Minerva and Kensington, someone shot at his vehicle with either a .22-caliber rifle or a high-powered air rifle, causing a small dent in the left rear passenger door. He was concerned because if the impact had been a few inches higher, a stronger round may have penetrated the door and struck his daughter in the back seat. A deputy checked the area and did not locate anyone. The Ohio State Highway Patrol was notified.

— A female on Jimtown Road, Unity Township reported at 11:04 p.m. Saturday that her vehicle was taken without her permission.

— A suspicious vehicle was reported at 9:26 p.m. Saturday at Kelch and Gamble roads, but had already left when a deputy arrived.

— A man reported at 2:58 p.m. Saturday that he went to a deceased family member's property on Columbiana Waterford Road, Fairfield Township, to pick up tools given to him, but that the current family member who had control of the estate was refusing to allow him to take the tools. He was refusing to leave without the tools. He was told it's a civil matter and referred to Columbiana County Municipal Court. He was also told if the executor of the estate requested he be removed from the property, deputies would have to remove him.

— A suspicious vehicle was reported in a driveway on state Route 45, Center Township, at 11:38 a.m. Saturday. The caller said he told the driver he called police and the driver drove away in a hurry. The vehicle was not found.

— A deputy was advised at 11:15 a.m. Saturday that a person was coming to the station to complete a statement of harassment against St. Clair Township police. The person said this was an ongoing issue of the police following him and his family whenever they are in and around their jurisdiction.

–A residential alarm was reported at 3:54 a.m. Saturday on Mahoning Avenue in Knox Township. A deputy checked the residence and found no one and no point of entry. The residence was re-secured by the key holder.

— A deputy on patrol at 2:19 a.m. Saturday located a vehicle parked on the Norfolk Southern railroad property right-of-way away from the tracks on Lisbon Road. A male and female said they were homeless and had nowhere to stay. The Community Action Agency shelter was contacted and only had room for the male, but they did not want to separate. They were told they could stay the rest of the night but had to leave in the morning and not return.

— A man on Elm Street in Leetonia reported at 1:21 a.m. Saturday that he needed help due to no officers being on duty in the village. The residence was checked and found unoccupied in the process of being remodeled. The caller was found to be a patient in a medical facility out of the jurisdiction.

— Deputies were called to KOA Campground, Winona Road, Butler Township at 11:13 p.m. Friday to a disturbance, with an East Palestine man trespassed by the owner and escorted off of the property.

— A welfare check was requested at 10:45 p.m. Friday on U.S. Route 62, Knox Township, with the person found to be fine.

— A man at 9:51 p.m. Friday in the 2700 block of Cunningham Road, Salem Township, reported a burglary at his residence.

— Deputies were dispatched at 9:46 p.m. Friday to Taco Bell, state Route 45, Center Township for an unwanted person who was a passenger in a vehicle in the drive-thru. The people were leaving with their food and told about the complaint.

— A disturbance was reported at 7:14 p.m. May 4 at Barnett's Motel, U.S. Route 62, Butler Township, with the manager and a female. Deputies stood by while the female gathered her belongings and left.

— Deputies assisted with a medical emergency inside the county jail at 12:46 p.m. May 4.

— Deputies responded to Rose Drive apartments regarding a domestic dispute at 8:10 p.m. May 3. The caller said a person was yelling profanities at his mother. The mother was advised to seek counseling for him.

— A suspicious vehicle was reported at Franklin Square Cemetery, Salem Grange Road, Salem Township, at 9:45 p.m. May 2, but was not found.

— A deputy at 11:07 a.m. May 1 investigated a complaint about a scam through a bank via text message.

— A domestic was reported at 1:18 a.m. April 30 on Rochester Road, West Township. Both parties said they were arguing, not fighting. They were told to argue outside and to keep the noise down.

— A breaking and entering was reported at 7:41 p.m. April 29 on state Route 165, Unity Township.

— A unoccupied Tower Road property in Butler Township was reported shot up at 12:59 p.m. April 29. The incident occurred sometime April 20, with 10 bullet holes found outside the property and an outside glass panel shattered in a storm door.

Liverpool Township

— An officer sitting stationary on Boring Lane at 4:01 p.m. April 21 clocked a vehicle doing 47 miles per hour in a 25 zone. The officer conducted a traffic stop and spoke with the vehicle's owner, identified as James Wilkes, age and address not provided. Wilkes was issued a citation for speed and released with a court date.

— An officer sitting stationary on Boring Lane at 4:21 p.m. April 21 ran the plate of a car that came back expired. The officer conducted a traffic stop and spoke with the vehicle's owner, identified as Paul Manbeck, age and address not provided. Manbeck was issued a citation for fictitious plates and released with a court date.

— An officer traveling south on Shadyside to a 911 hang up call noticed a male subject on a red riding mower cutting the grass and shooting the clippings into the roadway. The officer cleared his call and returned to 1616 Shadyside Ave. and spoke to the male about how it's illegal to place hazardous materials into the roadway that could result in an accident and also told him that if a motorcycle came through and crashed because of the grass clippings he would be responsible. The male advised that he would use his riding mower to clean the roadway of the grass clippings and the officer provided coverage by sitting on the road with emergency lights on while he cleared the grass.

— An officer was dispatched to 2769 Lisbon St. for a criminal damaging report after receiving a call of shots fired on April 28 at 5:50 p.m. The officer spoke to the homeowner who said he was sitting by the living room window watching TV when he heard a crack sound followed by a second. He looked over to see his brand-new front picture window which he just had replaced 10 days prior with two small holes in it. The officer noticed the two marks which appeared to be from a bb or pellet gun. The homeowner said he did not see anyone outside when he looked. The officer spoke to the neighbor who he had seen walking towards his house when he arrived to see if he had seen anything. He said he had not. The officer took photos, filed a report and said he would do extra patrols.

— An officer while sitting stationary on Boring Lane on April 29 at 6:24 p.m. clocked a vehicle doing 47 miles per hour in a 25 zone. The officer conducted a traffic stop and issued a citation to the driver, identified as Robert Fair, age and address not provided, for speed and released him with a court date.
